EU Regulation 2024/1252 (the Critical Raw Materials Act, in force May 2024) establishes binding 2030 benchmarks: at least 10 percent of EU annual consumption of strategic raw materials extracted in the EU, 40 percent processed in the EU, 25 percent recycled in the EU, and no more than 65 percent from a single third country. Strategic raw materials include rare earths, lithium, cobalt, nickel, manganese, natural graphite, tungsten, gallium and germanium. Implements Strategic Project designations and faster permitting timelines (27 months extraction / 15 months processing).
