The Commerce Control List (CCL, 15 CFR Part 774) is organised into ten categories mirroring the Wassenaar Arrangement. License requirements are determined by the Export Control Classification Number (ECCN), destination country (Country Chart), end-user (Entity List, Denied Persons) and end-use (military, WMD, space). Administered by the Bureau of Industry and Security (BIS) in the Commerce Department.
