"State Development Assessment Provisions (SDAP)"
The State Development Assessment Provisions (SDAP) is the statutory instrument under section 26(2) of the Planning Regulation 2017 that the State (or the State as referral agency) applies when assessing development against state interests.
Warrant (how it is justified) and consensus state / credence (where the community stands) are independent axes. The four warrant kinds are unordered peers — not a certainty ladder.
